Japan Announces Full Reform of Tax Free Shopping: A New Chapter Begins
Effective November 1, 2026, Japan will shift to a “Consumption Tax-on” model, aligning with global standards to deliver a more secure, seamless Tax Free Shopping experience.
On March 31, 2025, the Japanese government enacted a major reform to its Tax Free Shopping system. The new law will transition the country’s current “Consumption Tax-off” model to a “Consumption Tax-on” model, bringing its framework in line with international best practices seen across Europe and APAC.
This reform marks a pivotal shift in the way Japan manages Tax Free Shopping, ensuring stronger compliance, enhanced fraud prevention, and a more efficient process for both retailers and international visitors.
Why This Matters: Japan’s Tax Free Market is Booming
Japan has rapidly emerged as a global leader in Tax Free Shopping. In 2024, Tax Free spend recovery in Japan soared to 219% in Mar 2025 vs. Mar 20191 , outpacing every major luxury destination globally.
This remarkable growth has been largely driven by Mainland Chinese travelers, who account for 50% of Japan’s Tax Free spend. Their return, along with a favorable exchange rate, relaxed visa rules, and exclusive in-store experiences, have made Japan a must-visit destination for luxury shoppers.
What’s Changing?
The new Consumption Tax-on model introduces a 3-step digital process:
- Consumption Tax Paid at Purchase Customs
- Validation at Departure via Self-Kiosks
- Refund Issued Once Export is Confirmed
Travelers must spend at least 5,000 JPY on eligible goods and leave Japan within 90 days to qualify.
